We are seeking an experienced Regional Lead of Public Policy to lead our public policy efforts across English and Portuguese speaking Sub-Saharan Africa (Portuguese & English SSA). This role involves shaping and driving policy strategies to support the company’s key business areas, including ride-hailing, e-commerce, search & maps, and content streaming services. The ideal candidate will be skilled at building relationships with diverse stakeholders, navigating regulatory challenges, and fostering a collaborative environment. You will work closely with internal teams, regulators, government bodies, and unions to promote policies that support innovation and sustainable growth across these sectors.*

Key Responsibilities:

Policy Strategy Development: Develop and execute a comprehensive public policy strategy that aligns with the company’s goals in ride-hailing, e-commerce, search & maps, and content streaming services.

Stakeholder Engagement & Relationship Building: Build and maintain strong relationships with key government officials, regulatory agencies, unions (including ride-hailing driver unions and taxi unions), and other stakeholders to foster collaboration and mitigate risks.

Union and Stakeholder Collaboration: Engage with ride-hailing unions, taxi unions, and other relevant stakeholders to address concerns, promote dialogue, and foster a positive regulatory environment.

Event Coordination: Organize and coordinate events that bring together union drivers, company representatives, policymakers, and regulators to promote mutual understanding and partnerships.

Political and Regulatory Monitoring: Conduct comprehensive analyses and generate reports on political, regulatory, and legislative trends across the region, providing strategic insights and recommendations to leadership on the potential impact of these developments.

Advocacy & Representation: Serve as the company’s representative in meetings with mid-level government officials, unions, and industry associations. Advocate for policies that promote a fair and balanced regulatory framework supporting ride-hailing, e-commerce, and digital platforms.

Partnerships & Alliances: Build alliances with public and private sector organizations and represent the company in industry associations, think tanks, and multi-stakeholder forums.

Internal Coordination: Work closely with internal teams, including legal, public relations, marketing, product ensuring that public policy efforts are aligned with overall business goals. Collaborate with country-level consultants to ensure cohesive implementation of strategies.

Briefings & Reporting: Prepare detailed briefings on policy stakeholders and potential regulatory developments to guide the company’s engagement strategies. Provide regular updates on key trends affecting the digital economy, mobility, and streaming industries.

Crisis Management: Lead engagement with regulators and government officials during policy crises or incidents to ensure swift and effective resolution.

Qualifications:

Education: Bachelor’s degree in Political Science, Public Policy, International Relations, Law, or a related field

Experience:5+ years of experience in government relations, public policy, or regulatory affairs, with a focus on the digital or technology sector, including ride-hailing and streaming services.

Union & Stakeholder Engagement: Proven experience engaging with unions and stakeholder groups within the ride-hailing or transport industry.

Languages: Fluency in English (required) and Portuguese (preferred)

Analytical Skills: Strong ability to analyze complex political and regulatory issues and prepare concise reports and recommendations for senior management.

Communication & Leadership: Exceptional interpersonal and communication skills, with a track record of building and managing relationships with senior policymakers, regulatory authorities, and industry stakeholders.

Travel: Willingness to travel frequently within the region and internationally.

Cultural Sensitivity: Deep understanding of the political, economic, and social context of Portuguese & English SSA, particularly as it pertains to the digital economy and mobility sectors.
